Moderator Notice: Permanent Residency (PR) Draft Reports

Edit (08/05):

https://www.reddit.com/r/japanlife/s/UnZMQuio9x

The Ministry of Justice / Immigration Services Agency has now officially published the draft revisions to the Permanent Residency guidelines for public comment. This means the proposals are no longer based solely on media reports or alleged leaks. The draft is currently open for public consultation before the guidelines are finalized. (The Japan Times)
That said, these are still draft guidelines, not the final rules. The consultation period is ongoing, and the contents may be revised before the final version is issued.
To keep discussion manageable, please refrain from creating additional threads on this topic. Instead, use the existing discussion thread(s) for commentary and questions until the final guidelines are published.
Please also avoid presenting any draft provision as settled policy. Where possible, distinguish between:
The officially published draft;
Media reporting or commentary on the draft; and
Personal interpretation or speculation.
Once the final guidelines are released, we will update this announcement as appropriate.

Previous (superceded):

A reminder to everyone that the reported income and pension requirement changes to Japan’s Permanent Residency (PR) requirements are based on what has been described in the media as a leaked draft.

At this time, there has been no official announcement from the Ministry of Justice confirming the contents of the reported draft or indicating that the reported proposals represent the final policy.

Please refrain from creating additional threads or posting definitive interpretations of the alleged leaked material in its current state. Until the Ministry of Justice publishes official guidance, discussion of the reported changes remains speculative.

We will allow discussion based on official announcements and published government documents as they become available. Until then, please keep discussion contained to the existing thread(s) and avoid presenting unconfirmed reports or rumours as established fact.

FAMILY/KIDS How do all you parents with low Japanese ability cope once your child starts Japanese school?

My child started 1st grade at a Japanese school. She was born in Japan and speaks fluently, but I really underestimated the amount of homework and help she would need with learning to read Japanese.

I've had to spend hours helping her learn to read the textbook and practicing Hiragana so that she doesn't fall behind. The school gives her reading practice and worksheets every day.

I learnt Japanese at school for years and passed N2, but there are even words in the 1st grade textbook that leave me stumped. I asked my husband who is a native speaker and he said that there are a lot of old vocab words that were popular 40+ years ago but aren't used anymore.

The school system seems pretty reliant on parents helping their kids at home every day after school, so I was just wondering how families with parents who don't speak much Japanese actually cope. Can your kids keep up or do they fall behind?

NOTE: This is not me complaining about my Japanese ability or asking for help, I just want to know what families with low Japanese do once their kid goes to Japanese school out of curiosity.

New PR income requirements advice needed

My PR application via 10 year route is being rejected because I don't have enough income. They said it is above Japanese average income so around 500万 yearly. Current my yearly income is 420万 as game programmer and company cannot raise it anymore unless I become leader class, which is manager rank.

Should I search other company work for better salary, or it is better to work in Current company waiting for a raise. It is true that people have that amount of average income.

Edit since many asked about 500万

*The new rule applied from April onward they said. I aplied on start of April because of some document missing when I first came on end of March. Not my assumption but I came there and asked directly. They said not enough income and search for average Japanese income since they cannot state it directly and they need above that. I keep asking them until they said above 580万 but for no dependant it is a bit lower so above 480万 which is 500万. It changes depending of current average income.

Internet recent hacker/info leaking situation, advice?

So it seems all our data is getting stoled and hacked every day in Japan, and today the big GMO issue.

How are you guys dealing with it? Are we supposed to change all passwords everywhere? Will it even help much? Or is it a wait and see situation?

Any advice from someone with a bit IT knowledge would be helpful!

Apologies if it’s a dumb question, but it’s difficult to figure out what’s really going on and is at risk, considering there is also a lot of fake information online.

Phones Phone "pings" when I pass a certain point in town. What is it?

When I cycle by a certain place in town every week, my phone makes a pinging sound that doesn't match any of my chosen phone alert sounds. The phone shows no notification. Does anyone know what this could be?

やばい Where to see fall leaves this Labor Thanksgiving weekend?

I live in Okinawa and am able to take a long weekend on Honshu or Kyushu for Labor Thanksgiving. Where could I go that I might still be able to see nice fall leaves? I'd been thinking of Zaō, but read that it might be too late for leaves there in mid-late November (but maybe the season might be later than usual given the weird weather this year?)

Housing 🏠 Removing the tatami smell

Moving to a new home. There is a small tatami room and I understand some folks like the smell, but I don’t find the smell pleasant at all.

Landlord said we can’t physically remove the mats.

Any other ideas on how we can cover/mask the smell?

金 Does anyone else feel like a lot of posters on this subreddit are ridiculously wealthy?

Sometimes I feel like a lot of people who post regularly on this subreddit are incredibly rich.

I'm by no means struggling, but when I see people on here talking about owning multiple cars and houses, going on regular international trips, paying for multiple children to go to expensive private schools or eating frequent expensive dinners, it gives me a bit of a shock.

Maybe those posts just stand out more, but they seem "uncommonly common" for a subreddit of this size and subject.

Why does this subreddit seem to lean so rich?

Just discovered it this morning, but you can now add you MyNa Card to your Google Wallet as the Japanese Administration made it available since October 20th.

If you missed the news like me, here's a chance to finally have access to a function that was limited to iPhone users only until now.

Housing 🏠 Acquisition Tax - payment was only 1/6 the number on the bill

We bought a used home back in April; a couple weeks ago we were sorta unpleasantly surprised by two city tax workers who showed up and handed us a tax bill for "acquisition tax". Let's say 30万 yen for the tax bill. Oh well - I figured there's no point griping about taxes, we just have to pay it.

However, one of the tax workers was like "oh, do you live here? We thought you lived at [our old rental address]. Since this is your residence, you may be eligible for discounts! Please come see us at the tax collector office"

We went to the tax office, hoping for a discount of some sort ... And the bill came out to just 5万 yen. We were like, is this it? The tax collector worker said "acquisition tax is a one-off tax." We were like okay, we understand, but how come we only had to pay 5 instead of 30? Tax collector just handed us the tax bill stun, and a payment receipt for our 5万 and asked for next in line.

Does this make sense? I'm confused how the bill dropped THAT much and am not really finding anything online that helps me understand the basis for that much of a discount.

Japanese co. not paying cyber ransom, exposing customer details. Will pay $19k per exposed customer

Has there ever been a situation where a ransom was paid and the information was STILL exposed or not returned? I can’t think of a single instance. the Japanese company, GMO, said they ”will not comply with the attacker's demands, given that deletion of the information and prevention of its misuse cannot be guaranteed.” Seems weird. I think it’s cause they don’t wanna pay the ransom amount.

I did the math - the ransom is $50mil. the company will pay $19k USD per exposed customer - that’s equal to about 2,600 customers. do they have less than that many customers is my secondary question and does anyone use GMO as a internet provider? If so, anybody know if they’ll actually be able to collect this payment? that amount seems incredibly high. I’ve never heard of that either. Both the fact they won’t pay for weird reasoning and that they’re willing to pay hefty amounts to customers has me wondering why. when I had my information exposed by T Mobile in US, they didn’t pay me anything and told me to change my password, as if that would help.

EDIT : the company is offering bounty of $1 million USD for info on hackers. 1/50th the amount they’re being hijacked for - another weird detail. I can’t help but think GMO is coming across cheap … are they a small company ?

Thinking about switching from a traditional Japanese corporate job to Recruiting for the salary jump

Hi everyone,

I’ve been living in Japan for about 7 years now, working for a major Japanese company. I’m strongly considering a career change because my salary has been stuck in the 5M JPY range, and there’s very little room for growth here over the next few years.

My original plan was to transition to a large foreign multinational (gaishikei) since they pay much better. However, most of them require fluent Japanese, and I’m not quite there yet since my current role is 100% in English. I’d place myself around N2 level right now and am actively working to reach business fluency within the next 12 months.

Recently, I’ve heard from a few people that they started in agency recruiting with zero Japanese or prior industry experience, and while they start around 7–8M JPY, they claim that hitting 20M+ annually after a few years is highly doable if you perform.

I’m well aware that the turnover rate is brutal (around 50%) and the pressure is intense, but the hustle and human element actually sound quite appealing to me. However, I want a reality check:

  1. How realistic is that 20M JPY figure? Is hitting 20 million a realistic milestone for a high performer after a few years, or is it a golden carrot that only the top 1% ever see? What kind of billing numbers or niche do you actually need to clear that much?
  2. Visa risk: I only have 1.5 years left on my current visa. I’m a bit terrified of changing industries, burning out or not making target, and ending up unemployed right when it's time for my renewal.

Has anyone here made a similar switch to recruiting? Do you regret it, or was it worth the financial leap? Would love to hear some unfiltered insights

Four kittens ready for adoption.

🐈‍⬛MOD APPROVED🐈

Meet ABBA. Agnetha, Bjorn, Benny and Frida.

A kind person walking their dog found these four kittens in a cardboard box. Now they’re approaching four months old and ready to go to their new homes.

These siblings are vaccinated, neutered, microchipped, FIV/FELV negative and treated for parasites.

They are all sweet, cuddly, affectionate and playful.

Agnetha is a princess who loves relaxing in a sunbeam more than running around.

Bjorn is a curious trouble maker and likes getting into things.

Benny is a bold, human oriented purr box. He loves food and cuddles. Golden retriever energy.

Frida is vocal, cuddly and likes getting into climbing shelves. Might actually be a border collie.

Please be advised: These kittens must be adopted as pairs.

Additionally, while they appear to be mixed parentage it does seem that one parent was a Scottish fold. Scottish folds, like other breed cats, do come with possible health risks due to their genetics.

We adopt to the Kanto area. Adoption will include, minimally, a questionnaire, video interview, home check, proof of landlord approval if renting, and an adoption donation of 20,000 yen per cat (so 40,000 for both).

Please feel free to ask any questions here or in a private message.

We have found homes for several animals by posting here and we are eternally grateful to the mods and members.

If you are interested in adoption please apply here on the Kawakuji homepage.

Sayonara Japan ? How to renew my VISA without a Job so that I can take the JLPT ?

Hello everyone !

After living in Japan for 3years, I'm in a quite delicate situation :

- My company is not renewing my work contract and it ends this month Oct. 30th.
- My engineer visa ends on the 29th November, which leaves me w/ one month to find a new job. Otherwise sayonara Japan.

I've been job hunting for more than 3 months w/ 2-3 weekly applications on linkedin and targetting foreign companies in my sector... To no avail. (Any reccomendations for Project Management roles are welcomed)

And as if it wasnt enough, I had planned to attend the JLPT N2 exam in December but without a valid Zairyu Card I wont be able to sit the test. Which f's up me because Ive spent a lot of time studying for this and I naively believe that being N2 certified would make my job hunting easier.

I went to the Foreign Residents Support Center (FRESC) and they told me that since my company decided unilaterally to not renew my contract I could apply for a 特定就職活動 VISA (A special visa for people job hunting) like someone who just got fired. However, when I went to the real immigration services I got told that it wasnt possible... The guy I interracted w/ ngl looked quite young, I was very hesitant in his answer so I dont even know if he fully understood my request. So, I decided to turn to you my fellow gaijins for advice.

Goal : Postpone my leave until january 2027.

Plan :

1- Apply before the Nov 15th for a visa change from engineer -> to job hunting (or any other visa that could help me to stay a bit longer )
2 - W a bit of luck it should take them a couple weeks to 2 months
3 - W my visa change form filed, I would get a stamp on my zairyu card, which could allow me to sit the JLPT exam less than a week after my visa is expired.
4 - Meanwhile, Id keep job hunting like hell and worst case scenario ...
5 - If I find nothing by mid-january, leave Japan.

I dont know to which point this is just wishful thinking and this could actually be doable. Any ideas ?

English teachers:How do you manage serious health issues when taking time off isn’t straightforward

I’ve been teaching English in Japan for several years, and I’m currently dealing with multiple health issues, including suspected blood clots in my leg that have required repeated hospital visits and investigations.
My workplace follows a schedule similar to the Japanese school calendar, meaning our holidays generally coincide with school breaks. We don’t have additional paid leave that we can freely use throughout the year. If I miss a lesson, I’m expected to make it up at another time.
The problem is that we’re already in the second half of the academic year, and there are very few opportunities left to schedule makeup lessons. Last week, I had hospital appointments on four out of five working days, sometimes spending most of the day at the hospital before going straight to work to teach my evening classes.
My employer is aware of my situation and has even accompanied me to medical appointments, so it’s not that they don’t know what’s happening. But the expectation to continue teaching and make up missed lessons remains.
I’m physically and mentally exhausted, and trying to manage my health while worrying about work is becoming overwhelming.
Has anyone working in English education in Japan experienced something similar? How did you handle extended medical appointments or needing time off to recover, especially when makeup lessons weren’t realistically possible?
Are there any options or protections I should be aware of under Japanese labor law? I’d really appreciate practical advice or hearing about your experiences.

Immigration PR Rejection regarding new requirements

UPDATE: I just went to the immigration office (FIY, in Nagoya you go right after getting the letter), they were very nice and explained the issue, which is :

Household revenue BUT for R.4 and R.5, (I don’t have the amount in mind, but probably a bit lower than R6)

-> I asked the minimum amount required, immigration officer told me they cannot disclose that but R.6 revenue (¥6,5 millions) was enough

NO ISSUE with applying after 3 years and a half of marriage, and 4 years of residency
NO ISSUE with having currently 3year visa
NO ISSUE with household income of ¥6,5 million (2 persons households). Even though some of the comments pointed Very nicely how it’s on the low end, it’s enough for immigration.

—————————-
Original post:
Hello everyone,

I just received a denial letter for PR application under the spouse route.

The reason given was:
「次の理由から永住を許可するに足りる理由があるとは認められません。
あなたのこれまでの在留実績及びその間の在留状況からみて永住を許可するに足りる理由があるとは認められません。」
Ai translation:
“We cannot find sufficient grounds to grant you permanent residency for the following reasons.
Based on your residence history and your immigration status during that period, we cannot find sufficient grounds to grant you permanent residency.”

Regarding the wording, I’m assuming this isn’t specifically related to taxes.
I haven’t contacted the immigration office yet, but I’m suspecting they are already applying the new regulations retroactively.

->For context, here are my circumstances at the time of application:
- married for 3.5 years, living in Japan for 4 years
- both my spouse and I are seishain , combined annual income of ~ ¥6.5 million
- no missed/ late paiement ( unless we missed smtg)
- current visa is 3 years

Has anyone recently been denied PR through the spouse route under similar circumstances?
If you’ve received a similar denial, I’d really appreciate it if you could share your experience and what reason immigration gave you.
Thank you!
